What does it mean to say "Love thy neighbour as thyself?'

But the fact that neighbours are
 what each other bar
That incest without de-fects
Affects without e-ffects
 bosonic bonds in which to invest your own excess of affection
for the next-door cat or kid or chatty Kathy or druggie Doug 
Upon whom Judgment is suspended
Till up-ended
By the Darwinian demon of infection
Of every up-your-arse bug
Such that, as through a glass darkly, you come plainly to see
Your neighbour is you but neighbourhood madly me.
